ARPCE Strengthens Ivorian Telecom Regulation After France Mission
The Agence de Régulation des Télécommunications et des Postes de Côte d'Ivoire (ARPCE) recently concluded a strategic mission in France, focusing on strengthening the regulation of the electronic communications sector. The mission, which took place from September 22 to 24, 2025, aimed to enhance capacity building and discuss key topics such as improving public access to digital networks and ensuring transmission security.
During the mission, ARPCE's Direction de la Réglementation des Secteurs des Communications Electroniques (DRSCE) conducted specialized training on next-generation Low Earth Orbit (LEO) satellites and broadband internet expansion. The training sessions covered a wide range of topics, including satellite constellation operations, transmission security, spectrum management, and adapting regulatory frameworks to keep up with technological advancements.
The ARPCE team engaged in strategic discussions with representatives from Eutelsat, exploring regulatory approaches for LEO and High Altitude Platform System (HAPS) satellite services. The team also visited the Rambouillet teleport in Yvelines to gain firsthand insights into advanced satellite communications infrastructure. An international expert from COGICOM led the application program for knowledge specialization in these areas, although their name is not specified in available sources.
The ARPCE mission in France has equipped the team with valuable knowledge and insights to strengthen the regulation of the electronic communications sector in Côte d'Ivoire. The discussions and training on next-generation LEO satellites, broadband internet expansion, and regulatory frameworks will contribute to improving public access to digital networks and ensuring transmission security. ARPCE remains committed to capacity building and adapting regulatory frameworks to keep pace with the evolving telecommunications landscape.
