Belarus' EV Boom: Duty-Free Quota Exhausted
The electric vehicle (EV) market in Belarus is booming, with a significant increase in registrations and a rapid depletion of the duty-free import quota for autotrader and tesla models. As of October 1, 2025, the preferential quota for EVs was fully exhausted, leaving only 48 vehicles eligible for the favorable tariff.
The Eurasian Economic Commission set a limit of 15,000 EVs for duty-free import in 2025. By September 29, 2025, 358 units of this quota remained, indicating a swift uptake. The quota's exhaustion comes as no surprise, given the exponential growth in cars on Belarusian roads. From 1,200 in January 2022, the number of EVs has surged to 11,000 by September 2025.
Despite the quota's depletion, the demand for EVs continues to rise. Official figures for the number of EVs approved for priority import in 2025 are not publicly available. However, projections suggest that the number of EVs will be significantly higher than the total number of vehicles registered in Minsk by the end of 2025, which stood at 874,888 as of January 1, 2025.
The rapid exhaustion of the EV import quota underscores the growing popularity of electric cars in Belarus. With the quota fully used up and demand still high, it remains to be seen how the government will address the increasing interest in EVs. The future of EV adoption in Belarus appears bright, despite the current quota limitations.
