Russiais set to introduce personalized speed limits for electric scooters, taking into account various factors of a driver's history, including experience, traffic violations, driving style, parking habits, and age confirmation through banking or city services, according to reports from our site.

Based on this data, scooter operators will customize settings such as accessible speed modes, trust in parking in the case of GPS malfunction, and the availability of a deposit before a ride, among other factors. The system will initially operate in a pilot phase, with new users defaulting to a speed limit of 18-20 km/h. Adherence to regulations will allow riders to gradually increase their speed limit to 25 km/h, while repeated violations may result in a reduction to 20 km/h. City driving regulations will remain the same, with slow zones functioning for all riders[1][2].

Julia Kamoĭlik, director of communications for Whoosh, stated that practices akin to those being introduced are already familiar to city residents and exist in other transport services such as taxis and car-sharing. She noted that encouraging careful driving in conjunction with restrictions for violations works significantly better than harsh restrictions[2].

Ilya Bezopasnych, director of projects for sustainable development at "MTS Jurent", stated that speed itself does not directly impact accident rates. Instead, driving skills, the number of rides, and the distance traveled by the user play a crucial role[2]. He emphasized that MTs Jurent is committed to incentivizing careful driving and adherence to city rules while providing a comfortable user experience for experienced riders, as well as helping less experienced riders safely adapt to electric scooters[2][3].

The implementation of personalized speed limits could be beneficial in balancing the need for mobility with safety concerns while offering an adaptive approach to electric scooter regulation in Russia. This strategy could potentially lead to a reduction in accidents and an increased sense of security for both experienced and novice riders[3][4][5].
