Digital aggression threatens our democratic system / Olaf Meister: Russian-led cyber assaults

In the digital age, the threat of cyberattacks looms large, and Germany is not immune. Recently, pro-Russian groups have launched distributed denial-of-service (DDoS) attacks against German political factions and critical infrastructure, as part of a broader cyber warfare and hybrid threat strategy aimed at destabilizing Western governments.

The websites of various factions, including those in the state parliament of Saxony-Anhalt, have found themselves on the target list of the pro-Russian attack network "DDoSia". This attack is more than a technical disturbance; it is a direct attack on political will formation, freedom of opinion, and the integrity of democratic institutions in the country.

Sebastian Striegel, spokesperson for digital policy and democracy, considers these attacks as threats to free opinion formation, the stability of institutions, and the trust of citizens in the democratic process. He calls for a clear signal that the political public in Saxony-Anhalt will not be intimidated or divided by authoritarian forces from outside.

Olaf Meister, parliamentary manager of a faction, shares Striegel's concerns, calling the development a worrying one and a wake-up call. The attack on a faction's website, which occurred on August 13, was detected and the system's integrity was secured with the help of a technical provider.

The state administration and the Ministry of Infrastructure and Digital Affairs have warned that all factions in the state parliament are acutely threatened. They emphasize that these attacks are part of a systematic strategy by Russia to undermine trust in democratic processes.

Historically, Russian cyber threat actors like Fighting Ursa (also known as Fancy Bear) are associated with the Russian military intelligence agency GRU and have conducted coordinated DDoS and intrusion attacks on political targets, including in elections and governmental institutions. Their tactics include exploiting system vulnerabilities, credential harvesting through phishing, and deploying malware to infiltrate and disrupt systems.

Countermeasures against these pro-Russian DDoS attacks involve enhanced network defense, collaboration and intelligence sharing, incident response preparedness, infrastructure resilience, and public attribution and deterrents. By implementing these measures, Germany and its allies aim to counter these threats and protect the democratic process.

The Federal Office for Information Security (BSI) has confirmed that domains and IP addresses of state parliament factions in Saxony-Anhalt are on the current target list of "DDoSia". The attack is happening in the heart of Saxony-Anhalt, making it a significant concern for the region and the country as a whole.

As the digital world continues to evolve, so too must our defenses. Germany, alongside its allies, is committed to protecting its democratic institutions and processes from these threats. The recent attacks serve as a reminder of the importance of vigilance and preparedness in the face of cyber warfare.
