Quantum Systems Expands Presence in Ukraine, Deepening Defense Collaboration

Quantum Systems, a Bavarian manufacturer of AI-powered unmanned systems, has made a significant move in the defense industry by opening a plant and development hub in Ukraine in 2024. This expansion is part of the company's aggressive international activities and marks one of the largest strategic investments in Ukraine’s defense tech sector in 2025.

In a strategic move, Quantum Systems is deepening its collaboration with Ukrainian robotics startup Frontline. The company has finalized a significant investment agreement, initially acquiring a 10% stake in Frontline with plans to increase this stake up to 25% within the next 12 months. This partnership aims to enhance manufacturing capabilities in Ukraine and foster closer industrial, technical, and strategic cooperation between the two companies.

Key projects under this collaboration include the development and production of advanced unmanned systems such as Frontline’s multi-rotor reconnaissance drones “Zoom” and “Linza” (sometimes called “Ukrainian Mavics”), a kinetic counter-UAS system, and the “Burya” turret system. These products have been standardized under NATO norms and are actively deployed by Ukrainian military units. The integration of a broader range of European-sourced components into Frontline’s robotic platforms—facilitated by Quantum Systems—is improving their battlefield performance and resilience.

Matthias Lehna, the Director of Business Development & Government Relations at Quantum Systems, is believed to have played a significant role in negotiating, structuring, and facilitating these key partnerships and expansion strategies. In his role, he oversees strategic business development in the public sector and political relations at national and international levels. Prior to joining Quantum Systems, Matthias Lehna was employed in the parliamentary office of Marie-Agnes Strack-Zimmermann.
