Registering as a Private Bailiff, Notary, Lawyer, or Mediator in Kazakhstan Made Easier with eGov.kz

In Kazakhstan, the process of registering as a private bailiff, notary, lawyer, or mediator has been streamlined through the use of the eGov.kz portal. This online platform offers a convenient and efficient method for private practice registration.

To get started, log in to the eGov.kz portal and navigate to the "Business" section. From there, select "Business Registration and Development" and "Business Registration and Liquidation". In the "Business Registration and Liquidation" section, choose the service "Registration of Private Bailiffs, Notaries, Lawyers, Mediators" and click "Order Online Service".

The first step in the process is obtaining a digital signature (DS) key. As of August 11, 2025, this procedure is primarily remote and requires biometric identification (facial recognition) through eGov.kz or the National Certification Authority website (pki.gov.kz). If biometric verification fails after multiple attempts, personal visits to Citizen Service Centers (CSC) may be necessary.

Once you have a digital signature, you can proceed with the private practice registration. The eGov.kz portal provides the necessary service for this purpose. Be sure to specify the reason for your application and the type of registration.

It's important to ensure compliance with all relevant legal and licensing requirements. This may include submitting proof of qualifications or licenses, depending on your profession. The license fee and payment mechanisms are detailed on eGov.kz and can be paid at banks or via the portal.

The service for registration, changes, and deregistration of private bailiffs, notaries, lawyers, and mediators can be completed within 1 working day. Upon deregistration, information will be published on the website of the Committee on State Revenues no later than the next working day.

In addition, a new state service for issuing guardians and trustees permission to manage the property and social payments of their wards is available on the eGov Mobile app.

These updates aim to automate certain processes, improve electronic interaction, and simplify administration. Registration is conducted for tax administration purposes and is based on a license or certificate. Information regarding registration will be published on the website www.kgd.gov.kz.
