Pushing for Rapid Increase in Fiber Optic and Mobile Network Infastructure Development by Government
BERLIN - Germany's Digital Ministry Advances Plan for Accelerated Telecom Network Expansion
In a move to hasten the expansion of telecom networks, Germany's Digital Ministry has outlined ambitious goals. According to the ministry's announcement in Berlin on Wednesday, the prioritization of fiber-optic and mobile network growth will remain a top priority until the end of 2030. The planned regulations characterize this endeavor as an "overarching public interest," enabling swift decisions and precedence in licensing procedures.
The expansion of 5G and mobile networks is projected to receive immediate focus. By incorporating 5G technology into public infrastructure, such as streetlights, busy city centers and popular tourist destinations can anticipate increased network coverage and capacity. The number of 5G base stations has already shown a 14% increase, from 49,571 at the end of 2023 to 56,558 at the end of 2024. Additionally, small cells are being employed within city centers to further densify mobile networks in regions with high user concentration.
The much-needed expansion of fiber-optic networks has faced challenges, as Germany has lagged behind compared to other nations. Although the industry and government acknowledge the necessity of a copper-to-fiber migration, the process has not progressed as swiftly as desired. Despite the obstacles, plans to enhance the fiber-optic infrastructure are underway, with shifting attention towards supporting future digital demands.
Digital Minister Karsten Wildberger underscored the importance of revving up the pace, citing telecommunications networks as vital factors for success in the digital world. With the approval from the cabinet, the ministry anticipates a parliamentary bill to be introduced this summer, allowing for the essential amendments to the telecommunications law.

The ambitious plans for telecom network expansion in Germany, initiated by the Digital Ministry, encompass not only the acceleration of 5G and mobile networks but also a focus on fiber-optic networks. In order to catch up with other nations, the industry and government are addressing the need for a copper-to-fiber migration, recognizing it as essential for meeting future digital demands and advancing the finance sector.
