Tesla to Debut Robo-Taxi Service in Austin This June; Ends FSD for Europe by Q1

Tesla, the leading electric vehicle manufacturer, has announced plans to introduce unsupervised Full Self-Driving (FSD) by the end of 2025 in select US cities, with a gradual rollout starting in geofenced, tested areas, primarily supporting certain models like the Model Y[1][3]. However, the company's expansion outside North America is heavily dependent on regulatory approvals.

In Europe, Tesla is working closely with the Netherlands and the EU for an exemption under UNECE (United Nations Economic Commission for Europe) regulations. The goal is to secure approval possibly by the end of Q3 2025 or at the latest by year-end[1][2][5]. This process is complex and multi-stepped, requiring Tesla to obtain exemptions from existing AV (automated vehicle) regulations.

In China, the challenges are more stringent: each FSD update requires a separate government approval and specific testing per vehicle model. This makes the regulatory process time-consuming and incremental[1][2].

The primary regulatory challenges Tesla faces outside North America include navigating UNECE AV regulations in Europe and obtaining exemptions for deployment of unsupervised FSD, complying with country-specific government approvals for software updates on FSD, especially in China, and managing testing, safety validation, and cautious phased deployment aligned with local laws, which slows global expansion[1][2][3].

Elsewhere, Tesla is making progress. Thousands of cars are already driving autonomously on Tesla's factory grounds in California[6]. Tesla will start paid, unsupervised FSD in Austin, Texas, with no driver in the car[7]. The company also plans to launch a real robotaxi service in the U.S. state of Texas in June 2025[8].

Despite these advancements, Tesla's global rollout of unsupervised FSD remains closely tied to regulatory clearances and safety assurances[3][5]. The FSD option, available for purchase worldwide, contains fewer additional features outside of North America[9]. Tesla's supervised FSD, initially announced for Q1 2024 in Europe and China, is now expected to be delayed[10].

Tesla's stock surged 5% in after-hours trading following the Q4 report[11]. Despite missing market expectations in the last three months of 2024, the company is pushing forward with ambitious plans for the future. Tesla will start producing an affordable electric vehicle in the first half of 2025[12]. The company also aims to have all of North America operating with autonomous electric vehicles by the end of 2026[4].
