TikTok unveils the community guidelines for Q1 2025

In its recently published Q1 2025 Community Guidelines Enforcement Report, TikTok has revealed that it removed a total of 211 million videos globally between January and March this year. The social media platform's proactive removal rate remained exceptionally high at 99.0%, with 94.3% of the flagged content being taken down within 24 hours of initial posting.

The report outlines proactive measures TikTok took to identify and remove content violating its Community Guidelines. These efforts focused on sensitive or mature themes, safety and civility standards, privacy and security violations, misinformation, edited media, and AI-generated content.

Content Violations and Removal Rates

  • Sensitive or mature themes: 30.1% of the removed videos contained content that violated TikTok's content policies regarding sensitive or mature themes.
  • Safety and civility standards: 11.5% of the videos breached the platform's safety and civility standards, covering harassment, hate speech, and other forms of harmful behaviour.
  • Privacy and security violations: 15.6% of the videos violated privacy and security guidelines.
  • Misinformation: A significant portion of removed content, 45.5%, was flagged as misinformation.
  • Edited media and AI-generated content: The remaining 13.8% of removed videos were flagged as edited media or AI-generated content that misled users.

Regional Enforcement

The report provides regional examples of TikTok's enforcement efforts. In Bangladesh, 11 million videos were removed with a 99.6% proactive removal rate and 97.7% taken down within 24 hours. Nigeria saw over 3.6 million videos removed (a 50% increase from the previous quarter) with a 98.4% proactive detection rate and 92.1% removed within 24 hours. Pakistan removed nearly 25 million videos in Q1 2025 under similar enforcement efforts.

Enforcement Metrics

  • Proactive removal rate: 85.8% (184,378,987) of the removed videos were identified using automated detection technologies, indicating a heavy reliance on AI tools.
  • Speed of removal: 94.3% of violating content was removed within 24 hours.
  • Reinstated videos: Some videos (about 7.5 million) were reinstated after further review, showing the presence of an appeals or review mechanism.
