Urge for Government Intervention to Regulate Access to Vehicle Data Inside Vehicles

The European Union's executive branch is facing an urgent call to propose sector-specific legislation regarding access to vehicle resources. The proposed legislation aims to unlock the European automotive data ecosystem, fostering competition, innovation, consumer choice, and affordability.

The joint appeal, penned by the Independent Service Providers (ISP) group, highlights the potential losses in the independent automotive aftermarket due to the absence of regulation in the data space, particularly in the context of software-defined vehicles (SDVs) gaining mainstream prominence.

According to the joint paper, the absence of regulation could result in significant annual losses for the independent automotive aftermarket. By 2030, the losses are projected to reach €26 billion, and by 2050, the figure could escalate to a staggering €95 billion.

The ISP group's paper focuses on the stakes of an un-regulated data space in the context of SDVs. The group discusses the implications of such a scenario, emphasising the potential threats to the independent automotive parts market.

Over the past 10-15 years, European independent automotive and mobility service providers have made substantial investments in retrofit solutions to access vehicle-generated data. The lack of regulation in the data space could jeopardise these investments and the opportunities they present.

The joint paper specifically addresses the implications of an un-regulated data space for SDVs. It analyses the stakes, discussing the potential losses and the need for decisive action.

The deadline for proposing the legislation is at the end of this year. However, the statement does not specify the nature of the regulatory action required. The proposed legislation concerns access to vehicle functions, data, and resources.
