Sheikh Mohammed bin Rashid Al Maktoum, Prime Minister of the UAE, declared that AI will revolutionize the lawmaking process, laboring to make it swifter and more precise, and offering periodical amendments. In anticipation, the UAE predicts that AI could expedite lawmaking by a staggering 70%.
To set the wheels in motion, the UAE intends to employ AI for monitoring the influence of statutes on the populace and the economy. They envision creating exhaustive databases incorporating federal and local laws, judicial judgments, and government services.
AI's potential pitfalls, such as built-in biases and misinterpretations of legislations, have been highlighted by researchers. Marina De Vos, a specialist, pointed out that AI might propose solutions that may resonate with a digital entity but contradict human society.
As of today, the AI system that the government intends to use has yet to be identified, with experts suggesting a mix of systems may be required for optimum results.
On April 17, Maksut Shadaev, the Minister of Digital Development, proposed that AI might displace half of government employees. However, he also expressed doubts about AI fully replacing humans in specific fields, such as medicine and education.
Established on April 9, a working group on the legislative regulation of AI was inaugurated in the State Duma. This team aims to devise proposals for the optimal use of AI and draft laws obstructing the use of such technologies for criminal activities. Additionally, AI is slated for use in strategic planning for societal and economic development, necessitating appropriate legislative frameworks.
In December 2024, Vladimir Putin, the Russian President, stated that Russia should strive to lead globally in the application of AI across all aspects of life. Putin championed the early adoption of AI technologies, including those in governance, healthcare, industry, and transportation, with a goal to achieve full implementation by 2030.
